Could I surf a large whirlpool with ramp?

I’m thinking 100 foot diameter circle pool, about 8 feet deep. Motor turbine in with the middle or built in.

Would I get even water flow distribution? (No deep vortex)
Will I get deep waves?
Could it be safe? And cheap?
Would this work?
